Como ocurre todos los años, esta es la época en que los gobiernos centroamericanos someten a los poderes legislativos para aprobación sus propuestas presupuestarias para el año siguiente. Es decir, está en marcha la configuración de las políticas fiscales que ejecutarán en 2022, y siendo el fiscal uno de los principales sectores, está configurándose buena parte de sus políticas económicas para el tercer año del impacto de la pandemia del Covid-19.
En el caso de El Salvador, un país que hace 20 años con la dolarización renunció a su política monetaria, la configuración de su política fiscal deviene particularmente crítica. Y, es que desde la seriedad y sensatez que el análisis técnico riguroso ofrece, es difícil entender las visiones de la administración del presidente Nayib Bukele, porque adicional a los enormes desafíos y complejidades que para cualquier país supone el choque externo de la pandemia, el gobierno salvadoreño las está exacerbando con la turbulencia que está demostrando ser la decisión de declarar la criptomoneda Bitcoin como de curso legal en el país.
El Instituto Centroamericano de Estudios Fiscales (Icefi) y muchas otras voces con respaldo técnico han advertido que, dentro de los múltiples problemas de la decisión de Bukele y sus aliados tomaron, destacan como muy preocupantes las implicaciones fiscales de los intentos del gobierno salvadoreño por normalizar el funcionamiento del Bitcoin. Así, esa decisión cada vez parece más un capricho o una acción en la que no se descartan actos de corrupción, con el propósito de beneficiar a un grupo de los llamados bitcoiners. La discusión del presupuesto en El Salvador debe corregir la ligereza y carencia de análisis serios con los que la Asamblea Legislativa salvadoreña aprobó la controversial Ley Bitcoin, ya que debe estudiarse, ojalá ahora sí con el debido cuidado y prudencia, cuántos recursos requerirá el fideicomiso constituido para asegurar la convertibilidad del bitcoin y el dólar estadounidense, entre otros posibles riesgos fiscales, cada vez más amenazadores.
En el caso de Guatemala, el gobierno del presidente Alejandro Giammattei languidece aquejado de una crisis política permanente, en la que los escándalos de corrupción y una respuesta gubernamental inadecuada e insuficiente para enfrentar la pandemia, están terminando de aniquilar los resquicios de legitimidad y respaldo ciudadano que aún puedan quedarle. Por un lado, el Congreso de la República de Guatemala tiene el enorme desafío de corregir los errores graves que cometió hace un año, incluyendo una tergiversación de la propuesta presupuestaria al incluir sendas asignaciones de gasto anómalas o descaradamente destinadas a alimentar el apetito insaciable de los estamentos de la corrupción.
Las anomalías graves que plagaron el presupuesto aprobado en noviembre de 2020 detonaron protestas ciudadanas masivas, obligando al Congreso guatemalteco dar marcha atrás, con lo cual en 2021 el gobierno guatemalteco, por segundo año consecutivo, está ejecutando el presupuesto vigente al final del año anterior.
Los análisis que hasta el momento el Icefi ha realizado del proyecto de presupuesto que el gobierno de Giammattei ha propuesto para 2022 no dan mucho lugar al optimismo, toda vez ha recomendado reducir la asignación para la adquisición pública de vacunas contra el Covid-19, justo en un momento en que Guatemala sufre el peor momento de la pandemia hasta ahora, con cifras récord de contagios y muertes por Covid-19 y niveles muy bajos de vacunación, además de descuidar otros programas como los destinados a reducir la desnutrición crónica infantil, en un país en el que uno de cada dos niñas y niños menores de 5 años está desnutrido crónicamente.
En Honduras y en Nicaragua, los eventos electorales programados a realizarse en los meses próximos reducen a poco o nada la posibilidad de discutir adecuadamente los presupuestos para 2022. Con el alud antidemocrático con el que el régimen de Daniel Ortega ha reprimido a la oposición política nicaragüense, incluso perpetrando extremos como encarcelar a los candidatos con posibilidades de captar votos, silenciar a la prensa y cerrar los centros de pensamiento y organizaciones con capacidades técnicas, la ciudadanía y la sociedad civil organizada sin duda están más preocupados por eludir la represión, e incluso salvar la vida, antes que discutir los detalles técnicos y políticos de un proyecto de presupuesto.
En Costa Rica, el país centroamericano al que se le sigue reconociendo mayor acervo democrático, no es ajeno a estas situaciones. En lo que a los debates sobre la política fiscal toca, la clase política costarricense en vez de continuar avanzando en su desarrollo democrático, cada vez más se mueve a parecerse a sus vecinos del norte regional, con acciones y decisiones negligentes, pretendiendo ceguera ante su apremiante situación fiscal. Como el Icefi lo ha advertido en reiteradas ocasiones, Costa Rica debe madurar políticamente en cuanto a aceptar la necesidad de una reforma fiscal integral y profunda, que, sin perjudicar su avance democrático y social, cambie el rumbo de las finanzas públicas, de una ruta hacia el abismo, a recuperar la sostenibilidad.
Panamá continúa enfrentando el desafío fiscal de acopar su política social con la recuperación de su economía, claro reflejo de cómo mejoras en los indicadores macroeconómicos no necesariamente se traducen en mejora de la calidad de vida de las mayorías. También, la política fiscal de Panamá arrastra el desafío de anclar sus ingresos fiscales a su crecimiento económico, con brechas en términos de evasión tributaria y otros fraudes fiscales.
Para Centroamérica, y claramente también para el resto del mundo, la expectativa de que 2021 fuera el año de la recuperación plena para dar paso a un 2022 de bonanza, libre de Covid, se está esfumando en los rigores de la realidad económica y social.
El gran desafío es asumir que en 2022 los presupuestos públicos deben continuar considerando intervenciones estatales para enfrentar la pandemia, pero, además, y no menos importante, sin descuidar la protección social y los esfuerzos para superar los problemas estructurales que perjudican día a día a las y los centroamericanos.
